 
General Objective:
Promote actions to reduce biodiversity losses and ensure access to biodiversity and a just and equitable distribution of the benefits derived from using its elements, to improve the quality of life for people and broaden civil society’s development opportunities.
Specific Objectives:
1. To promote the opening and the strengthening of spaces of participation and incidence, in the capture of administrative, political and institutional decisions, which recapture the community interests and which allow a just and equitable distribution of the benefits derived from the use of the natural resources.
2. To promote spaces of exchange and learning South - south, to strengthen the regional position and the generation of strategic alliances.
3. To promote the transference and assimilation of knowledge, hardware and lessons learned from the local levels to the nationals and the international ones, in processes of double route.
4. To recognize, to value, to respect and to share knowledge to transform it into learning.
5. To promote an integral vision and transdiciplinaria of the environmental management and community development.
6. To demonstrate the contribution to the conservation and to the social development, that offer the different forms of life and cultural practices in accordance with his potentialities and the environmental limits of his environment.
